Learning content installer has stopped working

I have downloaded Windows Azure Toolkit for Windows Phone v1.3.1.When I am installing this toolkit through Web Platform Installer 3.0 It is showing an error that Learning Content Installer has stopped working.

The issue I encountered was related to internet connectivity through a proxy which requires authentication.
The problem is that the setup tries to go out the internet to get a End User License Agreement document.
When it doesn't get the results from http://az30840.vo.msecnd.net/web-resources/eula.htm because of the proxy authentication error the setup crashes.

I found a hack / workaround is to host the eula.html document internally. This can be accomplished by creating a host entry for az30840.vo.msecnd.net which points to an internal web server and put the eula.htm document there. (Note: Make sure to precisely copy all of the legal verbiage exactly as it appears. ...this is extremely critical).

Note you may need to temporarily disable your internet proxy until you select "Agree" from the disclaimer. If you disable your internet proxy remember to re-enable so that you can download all of the pre-requisite goodness.
